We, the members of the Women’s Cooperatives Associations in Khartoum State, with one voice convey our dissatisfaction on the decision to disallow the registration of Women’s Cooperative Associations based on discriminatory, gender insensitive and legally non-existent grounds.
Notwithstanding the political changes that took place in the country in the wake of the glorious December revolution, in which Sudanese women contributed greatly, the obtained change did not alter the situation of women. Women have continued to suffer from oppression, injustice, lack of security and safety, discrimination and difficulty in accessing social and economic justice.
In view of the dire economic conditions and rampant poverty in the country, coupled with the COVID-19 pandemic and its containment measures, the suffering of women in Sudan have been exacerbated.
We, the impoverished, displaced and immigrant women living in the outskirts of cities have continued to face great difficulties and fierce resistance against our efforts to organize and advocate in service of our cause – alleviating poverty and making a dignified living for ourselves and our families.
Although we have a history of remarkable successes and have formed a number of women’s cooperatives for workers in marginal labor, our efforts are still faltering due to the many discriminatory and legally non-existent obstacles that decision-makers put in our way. The Cooperatives’ Department, which falls under the umbrella of the Federal Ministry of Industry and Trade in the transitional government, is setting obstacles which are limiting our attempts to organize and alleviate economic injustice.
The decision to make the ‘inclusion of male members in a Women’s Cooperative’ a requirement and prerequisite for registration of a Women’s Cooperative Association is discriminatory and gender insensitive in nature and legally non-existent.
Comprehensive investigations by our members (confirmed by officials at the Cooperatives’ Department) revealed that this decision was issued by the office of the Registrar of Cooperatives in the state of Khartoum. The office ceased the registration of women’s associations without relying on any legal or policy-supported basis and without providing any sound reasons, as the Cooperative Associations’ Registration Act, 1999 does not state any provision prohibiting the registration of cooperative associations for women (and by women) and, moreover, there are no internal regulations stipulating such prohibition. Furthermore, this decision contradicts not only the constitutional document, but also the foundations and principles of social and economic justice.
Such arbitrary decisions lay bare a hostile approach towards women and poor women in particular, an approach that is operative within the corridors of the transitional government. The continuation of such approaches will augment the impoverishment of women and wane their economic and social solidarity arenas.
Call to Action
- We, as an assembly of Women’s Cooperative Associations, demand that the Prime Minister, the Governor of Khartoum State and the Minister of Industry and Trade investigate these destructive decisions and work earnestly to eliminate the poverty and destitution that is pervasive among women as a result of the discriminatory policies and laws that are deeply rooted in the Sudanese state.
- We also call on the political parties and Sudan’s development partners in the international community to pressure the transitional government to clear the path for the formation of Women’s Cooperative Associations, encourage financial grants and subsidies for poor women in grassroots associations, establish enterprises to increase income, provide business training opportunities and support women working in marginal occupations that do not receive attention from the state, their families and their communities in order to alleviate poverty and its painful ramifications.

“Like slavery and apartheid, poverty is not natural. It is man-made and it can be overcome and eradicated by the actions of human beings.”

بيان من تجمع الجمعيات التعاونية النسائية في ولاية الخرطوم
حول قرار منع تسجيل الجمعيات التعاونية النسائية
رغم التغيرات السياسية التي حدثت في البلاد عقب ثورة ديسمبر المجيدة والتي ساهمت فيها النساء فى السودان بصورة كبيرة إلا أن التغير الذي حدث لم يحدث تغيرا في أوضاع النساء السودانيات، فقد ظللن يعانين من القهر والظلم وعدم الأمن والأمان والتميز وصعوبة الوصول الي العدالة الاجتماعية والاقتصادية .
وفي ظل الظروف الاقتصادية الكارثية والفقر المتفشي في البلاد إضافة إلى جائحة كورونا التي ضاعفت من معاناة النساء في السودان، لاسيما النساء في أطراف المدن و النازحات والمهاجرات، ظللنا نحن النساء الفقيرات نواجه صعوبات جمة ومقاومة شرسة ضد مساعينا للتنظيم والمناصرة بصدد جهودنا لرفع الفقر و توفير العيش الكريم لنا ولأسرنا. ورغم أننا سطرنا تاريخ من النجاحات الباهرة وشكلنا عدد من الجمعيات التعاونية النسائية للعاملات في الأعمال الهامشية إلا أن جهودنا لاتزال متعثرة بسبب العديد من العقبات المصطنعة والتي يضعها صناع القرار في طريقنا. حيث تعمل ادارة التعاون الواقعة تحت مظلة وزارة التجارة والصناعة الاتحادية في الحكومة الانتقالية في وضع العقبات أمام سبل محاولاتنا للتنظيم ورفع المعاناة الاقتصادية.
وتتمثل تلك المعوقات في قرار عرقلة إجراءات تسجيل الجمعيات التعاونية للنساء ،حيث يتم اجبار النساء علي ادخال عضوية رجالية باعتباره أحد شروط تسجيل الجمعيات التعاونية . وقد حاولنا قدر الامكان التقصي للوصول إلى جذور هذا القرار وبلغ إلى علمنا من قبل عدد من المسؤولين في التعاون أن هذا القرار صادر من مكتب مسجل التعاونيات بولاية الخرطوم ، و قد قام مكتب مسجل الجمعيات التعاونية بولاية الخرطوم بإيقاف إجراءات تسجيل الجمعيات النسائية دون الاستناد إلى أي مرجعية قانونية أو سياسية ودون تقديم أي أسباب منطقية ، حيث لا يوجد في قانون تسجيل الجمعيات التعاونية لعام 1999 ما ينص على منع تسجيل الجمعيات التعاونية للنساء ولا توجد لوائح داخلية تنص على ذلك. اضافة الي تناقض هذا القرار ليس فقط مع الوثيقة الدستورية بل ومع اسس و مبادئ العدالة الاجتماعية والاقتصادية.
ان مثل هذة القرارات الجزافية تعبر عن نهج عدائي تجاة النساء والنساء الفقيرات تحديدا والذى ينشط فى داخل اروقة الحكومة الانتقالية، كما ان الاستمرار في هذا النهج سيودى الى زيادة افقار النساء والحد من منصات التضامن الاقتصادية والاجتماعية الخاصة بهن.
نحن هنا كتجمع النساء في الجمعيات التعاونية نطالب السيد رئيس الوزراء والسيد والي ولاية الخرطوم والسيد وزير الصناعة والتجارة أن يتقصوا فى هذه القرارات الهدامة وان يعملوا بجدية علي رفع الفقر والعوز المتفشي بين النساء نتاج السياسات والقوانيين التميزية الضاربة بجزورها فى الدولة السودانية.
كما نطالب الأحزاب السياسية وشركاء السودان في المجتمع الدولي بالضغط علي الحكومة السودانية الانتقالية لفتح مجال تكوين الجمعيات التعاونية النسائية و تشجيع المنح المالية والدعومات للنساء الفقيرات فى الجمعيات القاعدية وانشاء مشاريع لزيادة الدخل و توفير فرص التدريب علي الاعمال ودعم النساء العاملات في المهن الهامشية والمهن التي لاتحظى باهتمام الدولة وأسرهن ومجتمعاتهن بصدد رفع الفقر وتبعاته المؤلمة. وختاما نستشهد هنا بمقولة المناضل نلسون مانديلا:
“الفقر ليس حادثًة عرضية او قدر. مثلة مثل العبودية والفصل العنصري ، الفقر صنيعة من صنائع البشر ويمكن إزالته بأرادة البشر.”
